Big 4 M&A (Amsterdam) or rotation program in a bank (Brussels)

I have an offer for a rotation program in Amsterdam from a big 4. I would rotate during 2 years in M&A strategy, valuations, corporate finance, and financial due diligence. However, I also have an offer in a local bank (only present in Belgium, with head office in Brussels, about 5000 employees). In this local bank, I would follow a sort of young potential program, where I will rotate in financial markets, insurance, corporate banking, and ESG strategy for that bank. 

The pay is just about equal. What should I choose?
