Converting contacts into interviews

I have a really easy time making contacts and getting general information from them, but how do I convert that into actual interviews. I hear a lot about people who network and their contacts set them up with interviews.

For example, lets say there is a firm that I want to work at. How could I strategically go about networking with people there and have them offer to send HR my resume?

I'm not UG. I have had contacts offer to forward my resume on their own volition after lunch, or before I even have an informational interview with them. I'm trying to find some rhyme or reason to it. I think one good way would be to go into an informational interview, ask about how to get real interviews, then at the end of the lunch/talk/whatever, ask them if they know of any open positions or firms or "opportunities" this should induce resume forwarding.

Interested on hearing some things people have done on this front, too. I know it's been discussed on the forum before (and elsewhere) to try to build a genuine relationship with contacts you have informational interviews with (and things will naturally work out from there), but when locations are different and both sides are busy, it's tough. Once you've built a decent rapport, is it offsides to ask if your contact could forward along your resume?
