Hired to be the dumb guineapig/scapegoat of a questionable company?

For some jobs that require little or no experience and desperate to find a gullible desperate employee. Anyone ever feel like they were hired to be the scapegoat in case something in the company goes wrong and the company or clients had to blame someone, they can direct all the blame to the new hire as the scapegoat and fire him so the upper and middle managers can keep their jobs? (And hold no accountability for wrongdoing even though the wrongdoing was their fault)
