How do you recruit without causing trouble at work?

At my prior job, when I was recruiting for a HF, I did a number of interviews (modelling test, in-person interviews and case study) and ended up pissing my boss off (who figured out something was going on). He started to micro-manage everything but I had no choice but to push back because of my final round interview, also had to take more time off.

Now, at my current role, I am in a somewhat similar situation. Boss figures out something is going on and starts to micro-manage everything. The processes I am in - they are all asking for in-person times etc. 

Is there any way to do avoid a situation like this? Recruit aggressively but also not raise red flags? I haven't been able to do it so would appreciate any advice / insights
