How to score a sophmore year boutiqe internship?

Hey so I just transferred from a non-target to a solid target. My previous GPA is a 4.0 but I obviously don’t have a new GPA yet. My major is poli-sci and I’m pretty confident I’ll get a 3.9+ this next semester. 

I don’t have any past professional finance experience (just a two week accounting fellowship), but would like to work at a boutique this next summer. I know I’ll be done recruiting by the time summer actually comes but I’ve still been told to do it 100% as it’ll better prepare me for junior 2024 SA.  How do I actually acquire these summer boutique internships? Do I start reaching out now? And people have mentioned “cold calling.” What does that mean? Do I literally just call the firm, have a secretary pick up and ask about spots? Do I email the MD, associates or analysts? There really seems to be no protocol for scoring sophomore year IB boutique internships. Are there any guides out there? I've been looking and can’t find anything. If anyone has any experience I would be extremely grateful to hop on the phone and talk. This may seem like a snotty “suffering from success” but most alumni at my school work at NY BB banks or EB (places I don’t have a shot in for sophomore year). I genuinely can’t find people at my school who work in southern boutiques (that's where I live.) Any advice?
