HR contacting

I have a strange situation. I have a friend that works at a Southern Investment Bank, he is an analyst. He found out from his boss that they are looking to hire some people for the coming class. He gave his boss my resume and his boss said that he liked it and would be sending it down to HR to contact me. About 2 weeks went by and they did not contact me so my friend talked to his boss again and told me that his boss seemed pretty upset about them not calling me. It's been another 2 weeks and they haven't contacted me. My friend would rather not say anything to his boss again but is there anything else I could do. Could I call HR myself and try to talk to them? What can I do to try and get in contact with them?

Please give me some advice....
