This really depends on the company. I did in fact succeed in securing an interview with a firm this way as I managed to find the right recruiter. I felt the need to do so as the firm did not do OCR. The key is to be frank, but conversational. Ask for a brief chat regarding the role and one or two sentences explaining your background and why you think you'd be a good fit.
