Investing/finance career that's good for those with electricity markets expertise? (that's not trading)

Question is in the title: What sort of finance/investment career would find expertise in understanding electricity markets valuable?

Suppose if i worked in policy for a central government agency which analysed electricity markets and worked out ways to improve it. Or if i was a consultant who specialised in giving advice to utilties on how to navigate it.

Then, what kind of finance and investment career would find that sort of expertise useful? Broad areas, maybe firms if you know any would be really appreciated.

And not trading. Only because i don't like trading. But if that's really the only viable way then feel free to recommend.
