Morgan Stanley Pulling Formal Approval for Hiring Analysts

I did an SA position at a BBIB last summer, decided not to accept my offer, was going to go to grad school, and have decided last minute to defer for at least 2-3 years to work. However, I have received informal offers from three different divisions at Morgan Stanley for one-off hiring positions as a FT analyst (one in Ops, one in the private bank, one in WM) and then when it comes time to get formal approval, HR emails me a couple of weeks later saying the role was not formally approved and put the role is put on hold indefinitely. I get that since I'm not applying through a formal recruitment process, that timing will be weird, but this is getting really old. Can anyone explain what this is about?
