New Analyst eligibility, and Financial Analyst skills too?

I may have been confusing with my title. Basically I have 2 questions.

1) Can I still apply to New Analyst positions designed for new college graduates for 2019, even though I graduated in december 2017? I know some of them might have a year grace period I just want to know if I would still qualify.
2) If I get a financial analyst role at a company, As in Ad hoc analyst, monthly reports, AP & AR, and reconciliations, Normal Financial Analyst duties, which divisions would I position myself best for? I would imagine the Finance division or operations, but I would just like to double check.
