Basically the title. If someone at a UK EB/BB has US citizenship, can they recruit for NYC PE openings from London, assuming they are proactive in reaching out to headhunters?

If not, what would be the best way to get from UK IB to US PE? Would it be going to the UK office of an American PE shop and trying to internally transfer? MBA?
