What are some possible explanations for this? Are they legitimately not hiring or did they pursue another candidate?

For those asking it was a commercial bank and two loan companies. Maybe just coincidence.
Recently within my company we endured a hiring freeze (followed by cuts) that resulted in a few of my referrals gaining this response.
Could be a similar case here.
