Would you pick experience from non-target over target with internships?

I am an analyst at a boutique IB (15 ppl) - I had to be in the office this morning on a beautiful Saturday. We are currently reviewing resumes for an analyst gig that will open up Beg-September. While making our final resume selection we came across the following two - debating which one to pick.

Candidate 1: non-target, decent gpa, 1.5 years in M&A from no-name boutique.

Candidate 2: top-univ, great gpa, 2 summer internships from BB.
