I don't think he meant it literally, but in terms of there not being any solidarity. Everyone's in it for themselves, and at this point, the national identity is sort of disintegrating.
Just focus on maximizing your benefit. This country has been sold down the tubes and all you can do now is get yours and get out. Let the ship sink with the rats on board.
That seems to be the most logical way to go about it. And that's exactly what the character was doing. Decent film.
