I go to NYC next week for training and I have a single hotel room. My gf asked if she could stay with me for a week (I’m there for 3 weeks in July), as she’d like to visit me/explore the city etc. Obviously wouldn’t take away from the actual training, but would HR be mad since they’re the ones paying for the room?

If you have a single room and no chance of having to share the room, I wouldn't mention it to HR. As long as you show up where and when you're supposed to, you should be good.
Worst case scenario, be ready to kick her out if required.
We had a few people do this during our training weeks this summer. Even one manager I met brought wife/kids. They were responsible for their own travel obviously & couldn’t expense but HR was fine with it. If she is traveling on her own I would read the room and keep it to myself unless you feel you need to disclose, just be familiar with the guidelines/policy beforehand.
