Why is the "woe is me" attitude tolerated for POC but low-income white people are told to "toughen up"?

Just something I've noticed. Workplaces have established niche recruiting programs for POC, schools have better pipelines for financial aid to POC, and AA lowers the bar slightly for POC when it comes to college admissions. Despite all this, when "they" complain, it seems very well tolerated by society when it's really just a victim mindset. But if you're a low-income white person, you're told to just man up and stop complaining.
