Call from HR after Superday at a top PE firm, is it a verbal offer? How should I follow up?

Hey guys! I might be overthinking but I'm kinda worried that I misunderstood the meaning of the HR call. It would be great to get suggestions from people with more experiences like you guys. 

I did the superday at this big PE firm a week ago, it's an analyst program for new grads. The HR called me the next day and told me the interviews were smooth but didn’t explicitly say that I got the job. She asked me my preferred city and I said the preference but also flexible with both. She then said she would talk to the person who referred me and get back to me next week. I asked around other incoming analysts, the longest it took was a week for them to receive the offer letter. However, it's been almost 9 days since she called me and I still didn't receive the offer letter or either heard back from her. I emailed her last week asking when I will receive the offer letter but she didn't reply. 

I also talked to my referral who said the HR might be ooo and told me to not worry and reach out to HR in a couple of days.

What do you guys think of this situation? Could the call be translated into a verbal offer? I've been really anxious and worried since the HR is not very responsive. Do you guys think I should ask the HR if I really got the job, or just assuming I've got the job and ask her when I'll receive the offer letter like what I did last time? And do you guys suggest me calling or emailing her?

It sounds like an indication that an offer is coming but I wouldn’t call it an “offer” until there are $ figures discussed

Ohhh sorry! I just wanna imply that it’s a big firm, so maybe less likely for them to rescind an offer once they extended. I don’t think I’ll pass the resume round if I’m not from a ta
