It's not as common as it is in banking.
They might or they might not. As another poster has said, it's not as common, but really it comes down to negotiating leverage. If a PE firm really wants to hire a top Director at an IB, for whatever reason, then maybe the Director can negotiate that. If a MF is hiring an Investment Associate in this market...it'll be tougher (worth asking).
And by the way, unless you're applying directly, ask your recruiter - they'll have a sense (or should do) about that firm's policy
