Going directly to Fund recruiters and not HH
I've seen that many funds, especially MF/UMM have heads of talent/recruiting. Is there any downside on simply reaching out to them instead of just waiting for HH for opps?

You will look like a clown for doing this at MF/UMM. For LMM, yes it can be possible to recruit via strategic outreach to current investment professionals there.

That's fine, I'm pretty sure they won't ding you for that. Have tons of friends of mine that ultimately got interviews with UMMs without HHs.
