HR said I got an offer, but waiting to hear back from seniors - need help

I recently interviewed with a Toronto based REPE shop which I really like as a long term fit, the people along with the mandate are great. 2.5 weeks ago I met with a senior partner who interviewed me without my resume, and the discussion was very casual. 

Last Monday the head of HR called me saying that a senior partner will be touch mid week, and hopefully a formal offer by end of week, she also wanted to discuss compensation numbers, and mentioned the team/people who interviewed me had very positive feedback. I didn't hear from anyone on the team so I sent her a follow up yesterday and heard nothing back. I was just wondering if I should be concerned, or if the firm is dealing with some admin work regarding a potential offer. It's a great place with great people, communication can be a bit interrupted with the firm given how busy they can get, and it is the holiday season.
