Off-cycle guidance for infra?

Any advice regarding skipping on cycle in favor for on off-cycle recruiting, particulalry in the infra space? Have had HH reach out and ask me to put my information in a resume drop, not sure if I should do so now or wait since I'll probably be skipping on cycle.
