Struck out on on-cycle...hope for off?

Participated on the on-cycle recruiting process several weekends ago for several MF shops on the west coast and struck out. I’m hearing that many funds are intentionally hiring 2nd years/diversity candidates and will have 2021 spots open for the off-cycle, but can anyone confirm? Based on your personal experience, would it be possible to reinterview for any firms once you’ve already spoken to them in the on-cycle? Also, does anyone have a mental list of MF or UMM that they know decided not to participate in on cycle?

Also, is it just me or has anyone else who recruited from the west coast feel like they were completely neglected as many funds flew out to nyc and prioritized candidates there?
