The question itself is mostly irrelevant. The real question is, are you willing to sit through three years of a degree that you have no interest in just to marginally improve your chances of breaking into IB?
If the answer is no, go to the “semi-target” (please never use this word anywhere except this site).
A common pathway (for either of the situations you described) is to do whatever undergrad (make sure you get top grades, ECs etc.) and then go to a big target school (e.g. Ox, Cam, IC, LSE) for a relevant masters (e.g. Finance, Accounting & Finance, Financial Economics etc.)

How many times must we go over this
The concept of target uni vs semi-target is much more fluid in the UK, you'll be fine either way most likely
Are they relatively fluid with the degree as well? I am very concerned with the job prospects.
Everyone from my sch is freaking out, saying that landing a job in UK is extremely challenging for expats.

What about this scenario -
Bachelors from Non-Target and then a Non relevant Masters from Target like Oxford trying to break into MultiManager Hedge Funds?
