Post-Grad (coursework/research masters/PHD) Economics/Finance that isn't just math on steroids?

First of all, let me clarify. I appreciate that math is an important aspect of economics and finance. I like math and am good at what I know (calc,differential equations, probability,statistics,linear algebra,etc.) but I am no quant.

So whilst any program will have a quantitative component, I am looking for a program that emphasizes qualitative, not quantitative economics. Theory, thought, ideas, interpretation and actually learning the "how and whys" economics and finance, rather than models, math, data sets and empiricism.

I suspect something around the behavioural economics area might be suitable?
