Do you mean Office of the CIO or Outsourced CIO? Those are two different things.
Outsourced CIO means doing asset allocation for endowments, foundations, pension funds, etc. that are too small to afford an in-house team so instead they hire BlackRock (or others) to manage their capital.
Office of the CIO could mean any of a million things working for the CIO of a particular group.
Since you say OCIO, I assume you probably mean outsourced CIO even though you said office of the CIO.
