Portfolio Engineer under Chief Investment Strategist in BB Investment Counsel?

Hello guys, do you know what BB Investment Counsel does? Especially as a portfolio engineer under chief investment strategist && VP of investment operations and risk management. From the sound of JD, the role will be focused on 

1. effect strategic/tactical asset allocation shifts, asset mix shifts

2. maintain investment platform and risk models

3. content development of portfolio construction training modules for investment counsellors

4. calls, notes taking and communicating with investment counsellors and portfolio managers

I'm not sure how much of it is real investment management and portfolio construction... and how much is sh*t.
