Is being over-qualified a thing?

Recently I did an interview for an economic consultant position. They required a master in Econ for the job , no experienced required. I did the first interview with some managers and then got rejected. When I asked for feedback the HR wrote that they felt I was too over-qualified for the job ( I have one year experience in investment consulting and I am currently finishing a PhD in Econ). Apparently above all the fact that I am doing a PhD makes me over-qualified. Now I am asking myself, was that just an excuse to justify the rejection or is there some true there?
Yes, it's a thing at least in my area. People are afraid you're gonna ask for a salary that's over their budget due to your perceived education level. This is personally why I halt my masters until I reach certain level of position so I don't end up being "overqualified" for a job.
It can certainly be a thing in that situation. I also have a PhD in econ and was applying for jobs (inc. econ consulting) and sometimes I'd get asked how I'd feel being managed by someone without a PhD. The answer is that I dont care, obviously, but clearly it was a concern.
There are some Econ Consulting firms that actively seek PhDs in Econ though (e.g., CRA), so there's always those guys.
Yeah they asked me the same and of course I replied the same. not sure why making me come for the interview if you already think I am over qualified.
