Feel held back

In 3rd year and haven’t got the promo to associate. At a boutique on the east coast. Not sure what to do. Do I jump to a new firm? Or start recruiting pe? I guess I’m not sure if it’s performance related and they’re trying to push me out or if the firm is slow in promotions.
