Honestly, Where Should I be Applying Given My Profile?
This is a summary of the key points:
-Non-Target -Economics 3.3 GPA -No I-Banking Internship Experience -Four Years Work Experience(Worked Full Time During College at Lending Company) -Minority -State School
So where should I be applying to? Reading through this forum I been applying for Leadership Programs at Fortune 500 companies. How long does it take to get a response if I am given interview?
I just really need some solid advice. Currently I am in Los Angeles, but I am willing to relocate to San Francisco, New York, Miami, and San Diego. What boutiques do I stand a chance of actually getting an interview?

In context, it is more of a "where do I have a shot" question. Moron.
Every time someone vaguely says they're "from a non-target," I say the same exact thing: not all non-targets are created equal. Johns Hopkins, Carnegie Mellon, and Cal Tech are all technically "non-targets," but a 3.3 from there means a lot more than a 3.3 from a "non-target" like Humboldt State.
Also, you didn't say what you got your degree in. A 3.3 in Russian Literature is a much tougher sell than a 3.3 in Mechanical Engineering.

Most commercial banks have a GPA cutoff of 3.0; you should check that out. I spent two years in CB as an analyst and just moved into IB. Much of the experience is relevant to IB/PE. PM if you have any questions.
as San Fran said, all non-targets are not in the same category. But given your your attitude, you probably will have a hard time getting into walmart.
Obviously you want to shoot for your field of interest, if it's banking I would leverage your network for boutique opportunities. Do anything you can to improve your resume, including unpaid internships at local shops, CFA, more classes to boost GPA (major GPA any better?), etc.
Touch businesses are also within reach for you. Think PWM, AM, Audit/Tax at a big 4 (all have strong advisory arms you can transfer into).
