HR Really Useless?

I keep reading a lot about how HR is useless. If that's the case, why are there so many HR people in these banks? Do they really play no role in the internship process/hiring?

I recognize bankers make the decision on who they want to hire or give an internship to, but is the candidate pool that they choose from entirely derived from their selection process, or a hybrid between HR and analysts?

I guess what I'm trying to say is, if you think you have a really good resume, is shooting it off to as many HR personnel as you possibly can a bad thing? I've cold emailed alumni and non-alumni multiple times, and have gotten zero responses (my school generally doesn't have a very strong alumni network in terms of helping each other out). I feel like I'm burning bridges by bugging these people when they probably would be much more impressed to just read my resume.
