Is this reneging?

I signed an offer for a lateral position before the New Year and as my beginning date approaches, I feel more and more discouraged about the group -- bad culture and pitches all day. I should've done more DD on the group and didn't have much time to accept the offer.

If I quit the job before or immediately after start date, is it considered reneging since it's at-will and immediately start position. Will my offers at other (better and more reputable) banks rescinded if they found out?

It's only technically reneging if you reject the offer before you start, but it might be bad practice to quit RIGHT after you start. Maybe search around and accept a job 3-6 months in? At that point, you just explain in interviews you've noticed the group is not what you wanted and you wanted to change your experience ASAP. I think it's respectable that you realized it's not what you're looking for and change jobs quickly. In HR they have the saying 'hire slowly, fire quickly'. If it's not the right fit for the employer, they would end the employment as soon as possible too, so I think it's totally acceptable to quit after you give it a shot for a few months and definitively realize it's not what you want.

Reneging or not the group will not like you if you quit after just starting. You’ll just have to be fine with knowing no one from that group will do any favors for you and you won’t be able to work there in the future. Which you probably don’t care about if you leave

Edit: Also if you do this I wouldn’t tell them where you are going. You don’t know who in the group could be petty and try to screw you over and tell your new group. I think this very poor form and the group you leave will hate you for it but they can’t literally tie you to a desk and make you work because you signed an offer letter
