LA vs NYC IB Recruiting

I'm a high school senior right now, I'm picking between going to school in LA (USC Marshall) and NYC (NYU Stern). I've heard the school's can be considered comparable for recruiting in their respective cities, and I'd personally rather live in LA than NYC but I don't love SF either. I've also heard though that the IB scene in LA is small compared to NYC and SF, would it be irrational for me to choose to go to USC and try to recruit in LA over NYU and NYC since if the LA IB scene is small it would be more likely that I'll strike out of recruiting?
