Meal Budgets?

I work for a small boutique, and it's been a while since I was at a BB/EB, so wanted to check in here.

The whole time I've been here, we've played very loose with expensing late night meals.  Basically, keep it reasonable, and no one will question.  However, we're now looking at putting in a more formal policy for meals, and I want to help make sure it gets steered reasonably.

For those currently working for a BB/EB in NYC, what do you get as your meal stipend?

How much of that gets spent on fees / tips?  As a small firm, I doubt that we are going to get any sort of bulk deal on service fees or any of that, so I want to normalize that part of it - how much of your allowance can be spent on food vs. the other parts of ordering delivery?

Personally, I find that a takeout dinner from reasonable places near me is easily $30-40 all in (service fee, tax, and tip), and closer to $45-50 if I do something a little bit nicer.  Does that align with how most banks budget?
