Need advice after not receiving a return offer

I recently finished my SA internship at a MM bank in one of its regional offices and was not given a return offer. Technically, I'm on hold rather than officially rejected, but it seems unlikely that a spot will open up. I am now solely focused on full-time recruiting bc I really enjoyed my time in banking and I'm open to any bank and location if it means staying in the industry. I worked on three live deals over the summer, so I'm confident I can speak to my experience in interviews, but am worried I won't get the opportunity to do so as I am a non-target student.

For anyone who has recruited full-time without a return offer, I'd really appreciate any advice on the recruiting process, networking strategy or how to maximize my chances over the next few months.
