Last week I was offered a remote commercial banking internship for the school year with a middle-market bank, and the pay is $16/hour. This is a 20% decrease from my previous internship, and a bit below what salary data shows the position average. Is it bad to try and negotiate a higher compensation?

It's an internship - would not negotiate.
It is not a bad idea at all because you will be bringing to the table a lot of value as an intern. I strongly encourage you to negotiate and let us know how it went. Thank me later ;)
