No annual raise for analyst FO - common?

Without giving too much away, I work at a MM in a FO role. It was a bad year for our division. I didn't receive an annual base pay increase for the year despite a good review. I was told it was because it was a bad year. Is this uncommon? Should I be worried or is it a reasonable thing considering it was a bad year?
