Non-Target Major GPA

I was a math/finance major freshman year at non-target and some of my math classes brought my GPA down. Now being Math/Econ I have a 4.0 Major GPA and a 3.6 Cumulative GPA. Should I list both or just the major? It it even worth recruiting or should I get my GPA to 3.8+ and try to full time?
