Parlaying Calls into Interviews

Hi WSO,

I'm currently networking and getting in contact with people from companies I want to intern for in the coming summer. I have no issue making a great impression, I have a good story, and am legitimately determined to make a name for myself. 

One difficulty I've come across is further developing a relationship to the point if HR for a company I applied for comes across my resume, the person I called could vouch for me. i.e. Vouching in the sense of choosing me for an interview/superday or getting picked for the internship itself. 

How do I develop a relationship to this point without coming across thirsty, self-interested or disingenuous? I've noticed there's a very fine line between coming off genuine vs thirsty.

My go to line that always worked which paints the picture of what you want without seeming crazy desperate is just saying "I was wondering if you had any advice or input on how I can make my application as competitive as possible / improve my competitive candidacy?" 

In my experience, if they liked you enough, that would spark the idea for them to offer to push your resume or refer you.
