I would say to years' wurth of working expertise.
I don't think a lot of shops formally use the title. In my experience, it's used for a third-year analyst, which at my shop is often an analyst who lateraled at some point during his analyst gig and is doing a third year as an analyst instead of getting the direct A-to-A promotion after two years of experience.
