I am an associate at a BB based in NY. My current notice period is two weeks.
Once promoted to VP, my understanding is that the notice period increases to 12 weeks.
Is this considered market standard?

Current VP at a MM firm. I think that's fairly standard at VP level and up; my notice period is 90 days. It's referred to as garden leave.
In a lot of cases, you're phased out of work much more quickly, but you may still be formally employed while you wait out your notice period.
