HR/Managers… how do you decide who to give return offers to?

It has been a few weeks since I completed my sophomore internship and none of us interns received an email or call about a return internship offer yet. I know it can take time, but I’m genuinely curious… what factors do you look at when assessing whether to give an intern a return offer or not?

Do you compare one intern to another?

Does the intern need to be in their penultimate year of study/almost graduating? 

Does it depend on if more staffing is needed?

What if the intern is good talent but there is a hiring freeze?

Is it true that managers have a good idea of who's getting an offer halfway through the internship?
