Unless you are applying for a legal job, nobody will know or care what it means. Even if you are applying for a legal position you'd probably have to be an editor for it to pay off.
Your first point is simplistic, and your second is just plain wrong.
To my knowledge, making Law Review is looked upon quite favorably in Big Law recruiting. While banking recruiters might not value it so directly, perhaps because they don't necessarily understand what it entails, HR folks (not the brightest) can certainly appreciate when someone else values something. So if you can make a succinct, convincing case for why Law Review is impressive, or better yet turn Law Review into a Big Law offer, which you then leverage for interviews in banking, go for it.
You don't sound very familiar with law. Like I said, only TOP biglaw like Wachtell, Cravath, etc. require law review. Even then, if you are simply a member than it will not make up for medicore grades. This dude didn't even mention whether he's on the flagship review or some shitty secondary environmental law review.
Any accomplishment can be projected well providing you know how to do it. Agreed that BigLaw will spot the gig on his resume and be interested to know more but no reason why OP cannot make it a selling point to another position. FWIW, I am familiar with how this works.
FWIW, I am Senior Editor. I know all of the MD/VP level guys with JDs will know what law review is, I was just wondering if the people that actually look over my resume/application in IBD will have any idea. I also thought it might matter because MD/VP/Associates will have Law Review listed in their bios on the bank website.
Really depends on the school/brand name. Editor at a third-rate school won't do you any real favours. Agree with Sandhurst, its all about how you project it and how its gonna help in your industry. It'll be whatever you make it.

I think banks would care more if you graded onto law review rather than had mediocre grades but put together a good writing packet though I'm not sure how law review works at your school. But, all things being equal, it probably helps a little bit.
