I am a rising sophomore working at a small PE firm this summer (my freshman summer) from a semi-target. I'm looking for internships for my sophomore summer in IB with the ultimate goal of getting a BB internship my junior summer. Most/all of the BB sophomore IB programs are diversity, so I was wondering what boutique banks (preferably in or around NY) take sophomore interns.

I know of a non-diversity who got a sophomore IB position at a BB who goes to a state school. It's possible

Also know a non-diversity from JPM/GS/BAML from a state school as a sophomore.
Know a few people who came into college with a fair amount of credits allowing them to graduate in 3 years instead of 4. If you can technically graduate in 3 years, even if you don't plan to, you can be considered for junior yr internships if you bump up your grad date on your resume.
Interesting tactic
I would not recommend the bait and switch on grad year if you're not planning on actually graduating in 3 years, it could be viewed as dishonest and come back to bite you.
To the OP, many boutiques will take on a sophomore but don't have formal programs for it. I would look into a few sectors you're interested in and look for boutiques that are strong in that area. Excel spreadsheet is helpful to keep all of this organized if you're really going for it. Email a few people at the firm and try to network your way in.
Look for boutiques that are sector-specific. Something like Marlin & Co. They usually don't advertise anything on their website, but if you cold email/call and impress them you might get an interview.

There are always some non-diversity people that slip in at each bank's sophomore program - however, Citi's Sophomore Leadership program is not constrained to diversity candidates to my knowledge.
