A bill can pass through the senate without a full debate and vote, so long as it passes the relevant senate committee unanimously. This is usually an expedient way to pass time-critical bills through the senate.

Since Flint's water supply is classified as toxic waste and the city under a state of emergency, this bill is critical.

Ted Cruz decided to object to the bill.

In Australia, we use a term for people like this in situations like this. I've found Americans find it too rude by far, so I won't use it here.

I'll just say that Ted Cruz is the most odious politician I've seen in a while, except perhaps Tony Abbot.
