Hit it off she gave me her number, told her i would call her in messages she thought it was gr8, later when i tried to set up said call got ghosted. Not technically as on whatsapp i can tell she hasnt seen the message

After critical review, your post leads me to believe you have no rizz. Fine to send her another text to set up dinner/drinks. Space it out a few days. Texting her to arrange a time to speak on a call is weird/formal. Be more casual/blasé.
