Everyone talks about how to get to PE but what about once you’re in? How hard is it to jump to a bigger fund or lateral?

Lateraling at mid to senior levels to existing funds is because someone has left or they are growing. You can also join new/first time funds.
Moving up to a MF is possible but not easy if your profile isn’t what they typically look for.
I have seen some principals and partners jump ship to competitors after a few years. They probably are blowing up their vest/carry
