Industry events, industry organizations, and frankly just existing in the business. You will inevitably meet a lot of people. "Networking" is creating relationships with them beyond exchanging cards.
If you exchange card with someone do you guys typically reach out to most of those people? I often times find it hard to reach out unless I a,looking for info/need something which is obviously wrong. Curious how others maintain relationships with contacts that I don't regularly see but work just a few blocks away.

As long as they aren't weird, yes.
It depends. If I get a card from a plumber, for example, I generally will send an email but not follow up further. Those folks aren't really looking for a personal relationship, just to have an opportunity to bid.
Brokers, other principals, gov't employees, etc... those folks I'll meet with.
NIOP events or conventions like ICSC aren't a bad place to start if you are in the NJ/NY area. I'm a recent college grad from a non target real estate school and that's how I got in the door with two major real estate companies. Hope this helps!

Have you graduated yet or are you still in UG?
Industry events are the easiest, plus you typically get to wine and dine on the company dime. ULI, NAOIP, even things like ABC if you wanna goof off with dirty construction people like me. Washington Building Congress in DC is an equivalent of ABC but i'm sure you can find some in your area.

Also, further on the industry events..join a ULI, NAIOP or whatever and try and go to any happy hour they have. I’ve always found networking to be much easier in a more casual environment then at some 100+person event where everyone is just measuring each other’s dicks amongst each other.
Also, find alumni in your interested area of RE and just shoot them a message on LinkedIn or email. I’ve gotten good responses from this. You’d be surprised how willing people are willing to help even to some stranger. If they don’t answer then fuck them and move on. Nothing to lose.
How easy is it to find alumni on linkedin this way? Never tried.
