Which is the best respective CPI index to govern rental increases by -- if you are a Landlord or Tenant?

Table 1. Consumer Price Index for All Urban Consumers (CPI-U): U. S. city average, by expenditure category - 2022 M08 Results (bls.gov)

As an owner, we have an offer to sign a 15-year lease to a tenant with annual increases tied to either: CPI-U (Generally) or to the specific one related to rents (see Shelter section).

The tenant seems to be pushing for a CPI tied to Shelter.

Which index is considered by industry standards, to be the most favorable to Landlords and which is most favorable to Tenants over the long term?

The Table above is a limited snapshot timewise.
