Which GPA-Format should I use?

I am currently studying business Administration in Germany.

My current GPA is 2.3 (cummulative we don't have a major) on the German grading scale (1.0 beeing best - 5.0 fail). I am now wondering if I apply to a job abroad (USA, UK, Asia etc.) - should I always convert my GPA to the GPA-Format of the country I am applying to or is there a "standard GPA" that I can use (for now I have used the following 4.0 best 1.0 worst - but I have also heard that the following form 4.0 best - 2.0 worst exists) - which of those is generally used in the forum?

Furthermore I was wondering I heard a lot of people say that a GPA of 3.6 isn't amazing. - if I would assume your talking about a grading system with 4.0 best - 1.0 worst - that would mean that I would be among the top 2% at my university (number 1 university in Germany) - is this really bad or do you have a different grade distribution?
