Post MBA Pipeline to USA No Good?

I'm a bit far from the visibility of MBA exits (namely curious about product management and management consulting), but I'd love to see what you've seen or heard on post-MBA exits into the US amid the H1-B changes and pressures in TN visa process.

I had seen that one approach that some firms have implemented is an L1 Visa pipeline where candidates would do a year in their home countries first and then rotate offices.
